California’s Senate Bill 721 (SB 721) mandates periodic inspections of exterior elevated elements – such as decks, stairways, and railings – in multifamily buildings with three or more units. These inspections ensure these structures meet safety standards to prevent property damage and injuries. As an NRCIA-certified company, Home Rx Services is qualified to carry out these inspections. NAVIGATING THE SB721 PROCESS

5 Easy Steps

1. HIRE AN SB 721 INSPECTOR

Hire a qualified licensed inspector to evaluate the required Exterior Elevated Elements (EEE). A photo-centric report will be provided within 45 days of the inspection. Remember, no repair shall be performed by the licensed contractor serving as the inspector.

2. REVIEW REPORT AND PLAN

Efficiently review the report, and obtain proposals from qualified contractors to restore the EEE system to serviceable condition. The EEE system needs to remain LeakFREE® until the next inspection cycle.

3. PULL BUILDING PERMIT

Once a qualified contractor is selected, the building owner or designated agent has 120 days after receiving the report to apply for a building permit.

4. PERFORM WORK

Once the building permit is approved, the restorative repairs/replacement must be completed within 120 days.

5. COMPLETE A RE-INSPECTION AND RETAIN RECORDS

To complete the SB 721 process, have a re-inspection performed documenting the completion of the repairs. All reports and documents must be retained in the file for at least 2 inspection cycles (12 years).

The inspector must notify the local enforcement agency and civil penalties will be assessed if the building owner does not comply with the repair requirements within 180 days.
